Summary
The Council Spire is massive tower near the very center of Nodd itself. With many branching rooms, the Council Spire is the headquarters of both the Major Council and Minor Council. It is also the current residence of the Citygods. The Conduit stands tall atop the Spire, gathering spent Gloam to recycle.
Services
The Spire is home to many of Nodd's bureaucratic services, where citizens often wait through infamously slow lines and work through torturous amounts of forms in order to achieve some Council mandated requirement or another. Most citizens only have access to the lower levels of the Spire, where the Minor Council offices await them.
