Summary
The Council Spire is massive tower near the very center of Nodd itself. With many branching rooms, the Council Spire is the headquarters of both the Major Council and Minor Council. It is also the current residence of the Citygods. The Conduit stands tall atop the Spire, gathering spent Gloam to recycle.
Services
