Atmosphere
The Colius district is said to be stern and efficient. Almost nothing here exists for the sake of aesthetic or leisure. Most living in or visiting the district have business to attend to, and have no desire to be slowed down or distracted. The buildings here are formidable and fortress-like, impenetrable by any who aren't welcome.
