The surrounding area's light dissipates - candles burn out, lights flicker off, windows darken. The spell can only affect sources of light which can be "turned" on or off or are not naturally emitted. Creatures with naturally glowing eyes would not be effected nor would bioluminescent plants, but if curtains could be drawn to obscure light from a window they would draw themselves due to the spell.
