Those serving as pawns work essentially as the "guards" of the city. The subtext of guard is a bit too generous, however, as pawns usually will only intervene with a given reason to do so - normally due to a situation putting some part of the city, or council itself, in harm's way. As often as not pawn's will instigate chaos rather than quell it.
