The Minor Council attempts to enact and enforce the will of the collective Major Council through rapidly-changing laws, announcements, and regulations.
The Minor Council is charged with enforcing the will of the [[Major Council]], and does so with a myriad of rapidly changing [[Ordinances|ordinances]]. Comprised of many lesser Courts which each have their own purview, the Minor Council is in control of many of Nodd's public services and bureaucratic necessities. Most of their offices are housed around or within the [[Council Spire]].
 
The Minor Council also gives formal judgment on disputes between citizens or corporations. A court hearing may be requested by anyone, but most are ignored. In some cases, a citizen may even face punishment for requesting a court hearing over something deemed particularly petty or suspected of being anti-Council.

Originally part of the Court of Analysis this court was branched off into its own entity as outsiders began arriving in larger numbers. The novelty and perceived importance of this happenstance, as well as the number of creatures needing induction, necessitated this shift. Prior to outsiders only those who were born outside the city and found their way to it would be inducted by what was then still part of the Court of Analysis.
