Summary
The Omasum refers to the third subterranean tier, smaller than The Reticulum above. The Court of Sanitation has a significant presence here, due to the presence of the The Scrapyard.
Services
The Omasum is mainly dedicated to the processing of Nodd's garbage. It also offers relatively cheap housing for those who don't mind the stench of said processing.
Atmosphere
The Omasum is considered a dirty area of the City, even by Nodd's standards. That said, it tends to be a bit less rowdy and violent - and is arguably quieter, with most of the noise being the undulating drone of the machines in the Scrapyard.
