A role is a broad term that refers to any job, niche, part, assignment, station, or position that citizens hold, officially or otherwise. Some roles are positions of power or prestige, whereas others are just colloquial titles one takes on based on their identity or purpose.
"Recruitment" for official roles relating to council duties is exceptionally mysterious. The common thread, however, is that almost all who are brought into the fold often find a cadre of council knights at their door unannounced with official summons to the spire. Those who do not leave immediately, or resist, are otherwise persuaded to comply. Upon arriving at the spire the new attendants to be are said to go through their own form of a different sort of "induction", depending upon the role they are to work in.
It is thought that almost any noticeable renown can attract this sort of "invitation." Success in MageGrinder, nepotism, public displays of power or skill, and so forth. Achieving prestige of any sort is the most likely way to find oneself "asked" to take on such a role.
Despite the somewhat forced nature of these roles there is no doubt that anyone with such a role tends to have some amount of prestige and social status attached to them as a result. Though it may not have been in one's future plans there's hardly a chance to decline and plenty of incentive to embrace your newfound obligations.
