Summary
The citadel sits quietly deep within the depths of the Psilysium district, as if contemplating its own existence. Within its walls the mages of House Psilysium spend every waking moment in thought, often about the very nature of thought itself. Filo Rooke, the House's citygod, is contained within the highest portion of the structure - along with his thoughts.
Services
The basement levels of the citadel contain the apothecaries of House Psilysium. There is some amount of cultivation performed but most of their work focuses around the synthesis, distillation, combination, or any other method by which mind altering substances can be created or refined.
The surface level entry to the citadel and the lower floors above it contain House Psilysium's expansive libraries. Almost any form of knowledge recorded that deals with the mind, thought, or philosophy in any form is likely to be found within the catalogues of the House's libraries. While there are plenty of books and tomes of recorded knowledge it's just as likely that one might find a voyeur glass or any other form of artifact that can repeat or record information.
