Substances in Nodd play several important roles. They allow for commerce and alchemy as much as providing citizens an opportunity to escape the horrors of Nodd, even if just for a while and oft with risks and a cost all their own. As a result of the Council's constant push to indulge substance use is usually not frowned upon and is seen as an entirely reasonable way to try to cope with existence in Nodd.
