Such mages, especially of House Psilysium, have taken to a habit of "playing" with the night sky and will dot the heavens with illusions of stars, streaks of comets, moons, and other celestial graffiti all for the sake of practicing their craft. This is referred to as "heavenscratch", and each night displays something entirely different.  
While the Council graciously provides the citizenry with an artificial sun and moon, there are no such efforts from the Council to mimic other celestial bodies - thus the default state of the Night's Eye is to remain alone in the nighttime sky.
