Summary
The Surface is the most populated tier of Nodd, containing all six House districts as well as Darkling Row and the Council District. Most of Nodd's day to day happenings occur on this tier in some location or another.
Atmosphere
The Surface level of Nodd is almost always bustling and busy regardless of which district one is in, though exactly what type of bustle varies wildly as such.
