Summary
The Rumen refers to the uppermost tier of Nodd's Underbelly. The basement level of each citadel can be accessed from The Rumen - the same is true for The Underchambers. This district boasts an ample amount of affordable housing, most in the form of hive-like apartments. It is roughly half the size of the city, though its borders are less defined due to being a network of tunnels and caves.

The Rumen is varied in the services it offers, with a wide variety of shops and vendors clogging its crowded streets.

Atmosphere
The districts of the Underbelly tend to be darker than those on the Surface and above, and many associations come with this reality. Many deem the Rumen a dangerous place to live or visit in comparison to the higher tiers, but residents will often claim this to be a misconception based on its appearance.
