Summary
The Council District is a circular portion of the city at its very center, including the Council Spire and the courts which surround it. Each of the six House districts lead into the Council District and enact their influence upon a small wedge of it, but the Council District is unquestionably the territory of the council and its will.
Rewrite: The seat of The Council, the Council District rests at the very center of Nodd. The Council Spire is the most recognizable landmark of the District, but it also encompasses a roughly circular area around the Spire. There are roads out of the Council District leading to each of the six House districts. With it's many Courts, there is no mistaking this district houses the very seat of the Council and it's power.
Services
The majority of Noddish bureaucracy is handled within the Council District. With plentiful foot traffic and many grumpy citizens to market to, there is also no shortage of vendors in this area. From street carts to proper stalls, the plazas around the various courts offer a thriving marketplace in which one may attempt to recover from or prepare for a visit to one of the many courts.
Atmosphere
With Council Attendants and citizens both going about their business in droves, this portion of the City rarely rests. All sorts can be found here, from recent resurrected Citizens stumbling about after awakening in the Court of Resurrection to groups gossiping about which Attendant likes which manner of bribe in the hopes of having a smoother hearing, as well as groups hoping to take advantage of both of them.
