Summary
The Council District is a circular portion of the city at its very center, including the Council Spire and the courts which surround it. Each of the six House districts lead into the Council District and enact their influence upon a small wedge of it, but the Council District is unquestionably the territory of the council and its will.
Services
The various courts are the most prominent services in this district, dealing with all manner of Nodd's bureaucratic needs. There are some other vendors, usually street carts and similar, setup in the plazas and spaces around the courts and spire looking to take advantage of the heavy foot traffic in the area.
Atmosphere
This portion of the city is especially busy with an endless parade of foot traffic as citizens and council attendants go about their business. Even during the later hours there tends to be groups gathered in the exterior plazas discussing something or another.
