Reapers act as the executioner for the Council, both public and private alike. Reapers are always present at public executions organized by an arbiter and would be the one to carry out the actual act. But the Council also uses reapers for covert executions outside of the public's eye at which point they act as assassins and keep to the shadows to protect the Council and carry out its will. To speak ill of the Council and resist its plans is to invite a reaper into one's home.
