The Council Knight is similar to the Council Pawn, save that knights tend to work much closer to the Spire and serve as bodyguards and entourage for council members. They also oversee pawns as a whole and work directly with "recruitment" for council roles.
Knights see to enacting most punishments which do not directly kill the convicted - these punishments are generally left to the reapers.
