Summary
The Rumen is the uppermost of the subterranean levels that constitute the Underbelly. The basement level of each citadel can be accessed from The Rumen. This district has a large amount of cheap and affordable housing available, generally in the form of apartments. It is roughly half the size of the city, though its borders are unclear as the edges taper off gradually into caves and caverns that run beneath the city before ultimately terminating.
Services
As the first level down from the surface level The Rumen is somewhat busier than the lower levels as far as foot traffic and activity. The streets have a good number of vendors and hawkers peddling wares and services to go along with the ample and affordable housing offered in the district.
Atmosphere
Ultimately the district is comparable in terms of crime and danger to the surface level but the perception and assumptions of citizens cast a darker and rougher light upon it none the less. The subterranean nature means very little light filters in from above and the symbolic aspect of being 'beneath' furthers this dark and dangerous sense.
