Often simply referred to as "the Council", the Major Council is comprised of the Unseen Ones and the six citygods.

Very little is publicly known about exactly what sort of interaction and role each of these play in council business and the running of the city, however. It is assumed that the Unseen Ones have a major role in the way the city is run and functions as they predate even the first House and, thus, the citygods. That said it is also known they seek counsel and actively work with the citygods to direct Nodd's growth and future just the same. It is the Unseen Ones who convey the collective will of the Council to the Minor Council for enactment, though rarely in person if ever.

Each citygod is an ancient and corrupted cityspeaker, considered the most powerful in their aspect of magic. Each also has a following - called a House - as a source of belief to sustain power.
