The Council as a whole is comprised of two subsections - the Major Council and the Minor Council.
The Major Council
The Major Council is in charge of directing the other administrative offices of Nodd, and is often what citizens are referring to when they speak of "the Council". It is run by the Unseen Ones and the citygods together, though the exact nature of the Major Council's inner workings are shrouded in mystery. It is above the Minor Coucil.
The Minor Council
The Minor Council is comprised of various Courts, each of which oversee a given administrative field. The Minor Council as a whole is charged with implementing the will of the Major Council.
