Often simply referred to as "the Council", the Major Council is comprised of the [[Unseen Ones]] and the six [[citygods]].
The Major Council consists of the [[Unseen Ones]] and the six [[Citygod|citygods]]. Colloquially referred to as "the Council" by most citizens. It is above the [[Minor Council]].  


Very little is publicly known about exactly what sort of interaction and role each of these play in council business and the running of the city.
The exact workings of the Council are shrouded in secrecy, leaving many to speculate the exact nature of it. What is known is that the Council directs the City's other administrative offices. The Unseen Ones, though their office predates the existence of the citygods, nevertheless convenes with them for guidance - each citygod is a powerful [[Cityspeaking|cityspeaker]] attuned to Nodd's needs as a whole, after all. The Unseen Ones then dictate the wishes of the Council as a whole to the Minor Council, albeit rarely if ever in person.
